Child Soldiers International has prepared the following submission in advance of the third cycle Universal Periodic Review (UPR) of Israel, to be held during the 29th session of the UPW Working Group in January 2018.
The submission outlines our concern, previously expressed by the Committee on the Rights of the Child (‘the Committee’), that Israel has failed to fully comply with article two of the Optional Protocol to the convention on the rights of the child on the involvement of children in armed conflict (OPAC) by designating persons below 18 years for compulsory recruitment.
The submission covers the following issues:
- Military recruitment
- Military education
- Use in hostilities
- Administration of juvenile justice
- Awareness and training
- Arms control
