USA: OPAC Shadow report to the Committee on the Rights of the Child

This report was submitted to the Committee in view of its examination of the USA's second periodic report under OPAC in June 2012. It assesses the US's implementation of OPAC and the Committee's 2008 recommendations.

The report specifically focuses on the US's reservation to article 1 and its interpretation of 'direct participation in hostilities'; the low voluntary recruitment age (the US is one of the few countries to recruit under-18s); the range of US recruitment policies and practices that undermine the article 3.3 safeguards; and a brief assessment of the 2008 Child Soldiers Accountability and Child Soldiers Prevention acts. It puts forward certain recommendations and asks that the Committee seek further clarification on a number of issues.
