Israel: Shadow report to the Committee on the Rights of the Child

This report was prepared in advance of the Committee's consideration of Israel’s second periodic report under the Convention in October 2012. Additionally, due to Israel’s reporting obligations and the information contained in its periodic report, the Committee is expected to assess Israel’s implementation of OPAC.

The report specifically focuses on the possibility that under-18s in the Israel Defence Forces are exposed to activities that put them at risk of injury and death, amounting to a violation of article 1; the compulsory recruitment of under-18s though various programs; the low minimum voluntary recruitment age (which stands at 17 years); lack of legislation explicitly criminalizing the recruitment and use of under-18s; and the export of small arms and light weapons to countries where children are known to be recruited or used in hostilities.

It puts forward certain recommendations and asks that the Committee seek further clarification on a number of issues.
