Child Soldiers International’s shadow report to the Committee on the Rights of the Child documents concerns on Sri Lanka’s implementation of its obligations under OPAC. The 21-page report focuses on forced underage recruitment by the Liberation Tigers of Tamil Eelam (LTTE), the government-linked Karuna group and the absence of measures by the Sri Lankan government to prevent such recruitment by armed groups. The report provides details on prevailing impunity for underage recruitment and use in Sri Lanka, and demonstrates weaknesses in the legal framework for demobilization of former child soldiers in Sri Lanka.
